Judith W. Gilmore
Judith Gilmore is a mediator for small claims, family, misdemeanor, employment and community cases in the Washington, DC area. She mediates at the D.C. Superior and Maryland District Courts, Montgomery County State’s Attorney’s, Human Rights, and Conflict Resolution Offices, DC’s Office of Police Complaints, and the federal government’s Sharing Neutrals program. In addition, she serves as Vice Chair of Mediators Beyond Borders International. Previously, Ms. Gilmore had a career in international development at the U.S. Agency for International Development (USAID), where she was a senior manager. Before retiring from USAID in 2006, Ms. Gilmore directed the Office of Private Voluntary Cooperation - American Schools and Hospitals Abroad. She led the USAID regional offices of East Asia and West Africa and managed the technical offices in both the Africa and the Latin America and Caribbean Bureaus. Earlier in her career, she ran the food aid programs for Latin America and Africa, supervised all NGO and food aid evaluations, and designed the first grants at USAID for NGOs. Prior to joining USAID, Ms. Gilmore worked at Oxfam-America, the International Labor Organization, and the Organization of American States. A graduate of Johns Hopkins School of Advanced International Studies, Ms. Gilmore also earned certificates in French and Spanish translation from Georgetown University’s Institute of Language and Linguistics. She received her BA in French literature from Wellesley College.
